Video shows officers scuffling with man who allegedly intervened in arrest

Pittsburgh Police and the city’s Office of Municipal Investigations are reviewing the arrest of a warrant suspect and a second person who allegedly intervened on the sidewalk in front of an arena.

Video of the incident was recorded by a witness and shared with Pittsburgh’s Action News 4.

An officer responded to the intersection of Mario Lemieux Place and Centre Avenue near PPG Paints Arena Tuesday evening for reports of a man spotted with a possible warrant.

After David Christopher Jones, 34, was identified, three officers said they grabbed both of Jones’ arms and said, “Pittsburgh police, you have a warrant and you’re under arrest,” according to the criminal complaint. Jones attempted to run from the officers, then resisted arrest on the ground, police said. Jones had an outstanding warrant for forgery.

While Jones was on the ground, a man identified as Daniel Adelman, 47 of Ravenna, Ohio, ran up to the officers while they were attempting to place Jones into custody, police said.

One officer stepped away to tell Adelman to back up and identified himself as Pittsburgh police.

The officer pushed Adelman away to keep him from interfering with the arrest, police said. Back-up officers arrived on scene to help place Jones in custody. Once Jones was in custody, the scuffle between the officers and Adelman began, according to police.

The Pittsburgh Police Bureau has not said that any of the officers in the video are suspected of acting improperly during the arrest.

The following narrative from the criminal complaint explains the interaction between and officers and Adelman:

“On Sept. 19, 2017, OFC Modena and I, OFC Jacobs were working an approved off duty plain clothes detail at PPG Paints area. While working this detail, I observed a know warrant suspect sitting in front of the area begging for change. I advised OFC Modena and waited for a marked uniform unity to arrive before approaching.

“I advised OFC Markus that a male who fled from him in the past was sitting outside PPG Paints area and asked if he was available to assist. He advised he was en route and would arrive shortly. After his arrival we all approached know warrant suspect David Jones, Jones was walking toward us heading outbound on Centre Ave. OFC Markus approached in full uniform as we were in plain clothes, Markus told Jones to place his hands behind his back and that he had warrant.
