(Adds details, background) OTTAWA, Sept 27 The Canadian government will announce on Tuesday whether it has approved a C$11 billion ($8.3 billion) liquefied natural gas plant proposed by Malaysian state oil firm Petronas after a three year wait. An official statement said Environment Minister Catherine McKenna and Natural Resources Minister Jim Carr would reveal the decision in the Pacific province of British Columbia at 5:15 p.m. local time (0015 GMT Wednesday).
